Data coverage is the share of districts we publish a figure for. It stays below 100% wherever a state does not publish, and that is the honest part of it: we do not fill a missing figure with an estimate. Accounted for adds the figures an agency withheld and the absences we can document; that is the number we hold ourselves to 100% on. Both count the eleven capabilities that apply district by district.
