Kentucky School District Spending & Outcomes — 171 Districts

Explore Kentucky's 171 public school districts — 120 county and 51 independent districts — with original Kentucky Department of Education (KDE) and NCES sources. Directory identities are from NCES 2023–24, joined to KDE by KDE's own three-digit district number (171 of 171 exact); not a current operating-status certification. Kentucky school districts levy their own school taxes: each district page shows its general-fund real-estate and tangible rates, its building-fund (FSPK) rate and facility nickels, its motor-vehicle rate, its utility and occupational taxes where levied, and the rate type KDE records for each year from 2014–15 to 2025–26 — the compensating rate, the rate that raises 4% more (under KRS 160.470 the part of a rate above it is subject to a recall vote), or another rate (none of the rates KDE calculates, which does not by itself mean a recall). Finance is KDE's Revenues and Expenditures from the audited Annual Financial Reports, FY2013 to FY2025: revenue by source and spending by function, and KDE's per-pupil figures, which divide by unadjusted average daily attendance, not enrollment; an amount that does not reconcile with KDE's own per-pupil figure is withheld (FY2023's expenditure totals and state revenue split). The State's SEEK formula is shown from KDE's final runs for FY2023 to FY2026, and each district's FY2025 audit is linked. Salaries are KDE's own averages for classroom teachers and all certified staff (1989–90 to 2025–26), each superintendent's salary as the district reported it (a year KDE footnotes as interim, partial or corrected is withheld), and each district's certified salary schedule shown as a scale — its starting and top salary by rank — never as an average. Students, outcomes and climate come from KDE's School Report Card datasets for 2023–24 and 2024–25: membership, KDE's economically disadvantaged share (free and reduced-price meal eligibility is withheld, because about 600 community-eligibility sites print exactly 100%), Kentucky Summative Assessment results, graduation, chronic absence, attendance, behavior events, teacher experience and turnover, Advanced Placement, dual credit, gifted and career and technical education; student-group results are KDE's figures for each group, not comparisons. The statewide Kentucky Virtual Academy is booked under Cloverport Independent, so Cloverport's attendance and per-pupil figures are not comparable. KDE's suspension files carry the 2020–21 collection and are not shown as a recent year. Six agencies NCES lists in Kentucky are not school districts (the state schools for the blind and deaf, Model Laboratory, Craft Academy, the state's area technology centres and the National Guard ChalleNGe academies) and have no page. Withheld figures do not mean zero.
