Vermont course planning

Course planning measures combine district-level Advanced Placement and dual-enrollment participation counts from the federal 2023–24 Civil Rights Data Collection (CRDC) with supervisory-union cohort graduation rates and grade 9–11 VTCAP proficiency rates published by the Vermont Agency of Education. Because AOE publishes secondary graduation and assessment outcomes at the supervisory-union or supervisory-district level, each outcome measure is explicitly labeled with its supervisory-union scope. The pinned Vermont AOE release does not include a district IB or career pathway course-completion table, so that measure is recorded as not collected. They are not a course catalog.
