Dorchester County Public Schools

Explore Maryland's 24 county school systems — Baltimore City and Baltimore County are separate — and the State-operated SEED School of Maryland, with original Maryland State Department of Education (MSDE), Maryland SDAT and NCES sources. Directory identities are from NCES 2023–24, not a current operating-status certification. Maryland school systems levy no tax and hold no budget vote: the county appropriates to its school system, so each page shows MSDE's fiscal-2025 local appropriation (Selected Financial Data Table 12, in dollars and as a share of the assessable base) beside the county's general real property tax rate from SDAT, labelled as the county's, never as a school tax. Students, outcomes, attendance and staffing come from the Maryland Report Card downloads: September 30 enrollment for 2022–23 to 2025–26, 2025–26 special-services shares (Economically Disadvantaged is MSDE's own measure and is shown for 2025–26 only; free and reduced-price meal eligibility is withheld because Baltimore City's figure reflects community eligibility), MCAP results for spring 2023 to 2026, four-year graduation for the classes of 2023 to 2025, 2024–25 attendance, chronic absence, mobility, AP, SAT and ACT results of 2025 graduates, completer requirements and the 2025 school survey. MSDE prints a rate at or above 95% or at or below 5% only as that band, even for a whole school system; such a rate is shown as the band, never as a number. Finance is MSDE's Selected Financial Data for fiscal year 2025 — revenue by source (Table 2 includes and Table 3 excludes the teachers' retirement the State pays), State aid by programme, spending by category and object — and its ten-year series. Salaries are MSDE's Analysis of Professional Salaries, October 2025: mean, median and quartiles by position, including the superintendent, whose row is one position's salary. Staff counts come from the Report Card staff file, which names individuals; only counts by position are shown. Suspensions are 2024–25 incidents by school; payments of $25,000 or more are the school systems' Education Article §5-115 disclosures, totalled per year. Withheld figures do not mean zero.

District row of the per-pupil expenditure report (withheld: definition not comparable)
The school system's row in this report is its central spending that was not allocated to any school (a few hundred to a few thousand dollars per pupil), not what the school system spends per pupil. It is withheld rather than shown as a per-pupil figure; each school's own figure is on its page, and the school system's spending per pupil is in the Selected Financial Data figures. MSDE Maryland Report Card per-pupil expenditures: the row MSDE prints for the whole school system.
Free and reduced-price meal eligibility (FARMS) (withheld: failed distribution gate)
MSDE publishes free and reduced-price meal eligibility (FARMS), but it cannot be compared between school systems. In 2024–25, 320 schools report 95% or more and 98.44% of them are in Baltimore City, where community eligibility serves every student meals, so the count reflects that provision rather than household income — it fails our distribution check. In 2025–26 MSDE prints Baltimore City's FARMS share equal to its Economically Disadvantaged share at 308 of its 310 schools, a change of definition. FARMS is therefore withheld for every school system; MSDE's Economically Disadvantaged share is shown instead. MSDE Students Receiving Special Services: students eligible for free or reduced-price meals, as a share of enrollment.

Teachers teaching out of field (withheld: failed distribution gate)
MSDE publishes the share of teachers teaching out of field for each school system, but 2 of the 25 report exactly 0% — more than our distribution check allows, and not distinguishable from a reporting gap. It is withheld for every school system; the inexperienced-teacher and emergency-credential shares are shown. MSDE Educator Qualifications, 2024–25 (ESSA educator equity data): share of teachers (full-time equivalents) in each group, all schools.
School property tax rate and levy (does not apply in Maryland)
Maryland school systems are fiscally dependent: they levy no tax and hold no budget vote. The county (or Baltimore City) appropriates local money to its school system from its general fund, so no school tax rate or school levy exists to show. The county appropriation and the county's general property-tax rates are shown instead, labelled as the county's.
